Historical information

Batetsky district was founded  in October 1, 1927. Batetsky district is associated with the names of Princess Olga (walking along the river Luga in 947, defining the places of rents and tributes gathering), Princes Yaroslav, Alexander Nevsky, Decembrists Muravyovs and many other famous people. Many settlements have been mentioned in Votyak pyatina since 1499/1500.

Geographical characteristics

The district area is 16000 km² On January 1, 2012 the population of Batetsky district consists 6 thousand people, the able-bodied population-being 3,3 thousand people. The population density is 4 people per 1 square kilometer.

The district is located in the northwest of the Novgorod region. In the east, it borders with Novgorodsky district, in the south, it is contiguous with Shimsky municipal district of Novgorod region, in the north-west - with Luga municipal district of Leningrad region.

The district center is the township Batetsky located at 64 kilometers to the west of Novgorod and 140 km from St. Petersburg.

Batetsky district includes three rural settlements: Batetsky, Peredolsky, Moykinsky. The district residents live in 145 settlements.

The district hydrographic network consists of rivers: the Luga, the Udrayka and numerous streams and lakes.
Two branch lines cross the district:  the October railway with train service Saint Petersburg - Batetsky - Dno and further to the cities of the South Ukraine and Belarus, and the railway Velikiy Novgorod - Luga.
The main transport of the district is the automobile.  The regional road Velikiy Novgorod - Luga passes through the district territory and leads to Kiev highway. The traffic is found to consist 1500 vehicles in a day. Near 80 % of the traffic are heavy trucks, carrying commercial cargo transportation from the port Ust-Luga, St. Petersburg.

The total length of roads in the district consists 528.3 km, Including 116.07 km of local roads.

Natural resources

The district's territory is located in the third agroclimatic belt, characterized by mildly warm climate. Average annual temperature is + 4 С°, with average monthly lowest in January at – 9 Сand warmest in July at +17 С°.
Average duration of the frost-free period is 110 – 120 days. Average annual precipitation is 700 – 800 mm.

Average snow accumulation is 30–35 cm.

The district terrain is an undulating plain, with distinct marsh areas and less distinct flat elevations.

The major soils are sod-podzolic and carbonate. In texture loam soils predominate.

The area is rich in natural resources; there are deposits of sand, sand and gravel mix, clay and peat. Over 80% of the territory is covered by forest. The main species are small-leaved birch, aspen and alder with minor patches of conifers – spruce and pine.

Allowed cut is 223 thousand cubic meters wood a year. The development of the annual allowed cut in 2009 was 25.6%, in 2010 - 31.3%, in 2011 - 33.5%.

The main strategic potential of the district is its land. The share of agricultural land (23.1 hectares) in the district is 14.4 percent of the total area. The use of agricultural land is about 43.8 percent, of arable land - 39.2 percent.

5876 ha of agricultural land is at cadastre with property rights registered, including 1,458 hectares in 2012.

Social characteristics

The situation on the labor market in the district is influenced by economic growth and generally remains stable.

According to the Committee of Labor and Employment of the Novgorod region on October 1, 2012 the official unemployment rate in the district was 0.34 percent (12 unemployed), which is 5 fewer than in the same period last year.

The area is dominated by women's unemployment. The number of unemployed women was, by 10/01/2012, 61 percent of the total number of unemployed.

2012, compared to 2011, had positive trend: reducing the number of unemployed, the decrease in part-time openings in the working businesses which increased the demand for labor.

Demographic situation in the period from January to September of 2012 was characterized by a decrease in natural depopulation (from 12.6 cases per 1,000 people to 9.4). The number of deaths exceeded the number of births by 1.7 times (2.1 times against the same period of the last year).

Nominal size of the average monthly wage of employees of large and medium-sized enterprises in the district in January to August period of 2012 amounted to 15,129 rubles, or 108.5 percent to that of the corresponding period of the last year.

Municipal social services of the district are represented by state and municipal institutions of education, health, culture, physical culture, sports and social services.


The education system of Batetsky district includes five schools, five infant schools and one additional education institution. The education system in the district operates 81 teachers and managers, including 55 teachers, 26 of them in preschools.

The health care system

The social infrastructure of health in Batetsky district is represented by the following agencies: State regional health budget-funded organization "Batetskaya central district hospital" (12 hospital beds and 10 beds of convenience day care), which consists of outpatient clinic with 80 visits per shift and the emergency department - two teams and 10 obstetric units.

Cultural Institutions

The network of cultural institutions meets the minimum required standards of availability of cultural institutions.

In 2012 Batetsky district organized and hosted several significant events:

  • Large-scale festival of medieval culture near the village of Podgorye;
  • Regional Honey Festival near the Moyka village.

District won the international tourism grant tourist for development of open-air Historical-Architectural Museum in Shum-Gora (the assumed burial place of Rurik).

Physical education and sports

The district has 15 sports facilities, which include two gymnasiums, 7 adapted rooms, 6 plane sports facilities.

Batetsky settlement operates sports complex with total area of 728.8 square meters, which includes a gym and a fully equipped fitness room. On the basis of sports complex sports section in volleyball, basketball, mini football, table tennis, martial arts were organized.

Historically, in the most highly developed section of district’s economics was agricultural sector. Agricultural production takes 4 farms: LLC "Peredolskoe", kolkhoz "Vernyi Put’", JSC "Sadko" and SEC "Krasnaya Zvezda". The farms host about 3 thousand heads of cattle, including 1.3 thousand cows. For the past several years the district has been a leader in the regional rankings of the level of productivity of dairy cattle.

Economic and investment potential

Economic potential

Large industrial enterprises are not registered in the district. Industrial output is carried out by small businesses:

  • LLC "Blokadniki" - manufacturing of central heating boilers;
  • LLC "Parus", LLC "Profile", Individual enterprise by S.P. Avdeev - Harvesting and processing of timber;
  • Individual enterprise by S.Y. Polanski - Manufacturing of stonework pieces;
  • LLC "Raduga" - extraction of sand, gravel;
  • LLC "Pola" and LLC "Chistyi Istok" - the extraction and bottling of water. A limited liability company "Batetsky bakery" annually produces more than 300 tons of bread and bakery products.

The total number of companies and organizations in the area, including farms, according to the Statistical Business Register (Statistical Register of Rosstat) by October 1, 2012 was 160 units, including:

  • Agriculture, hunting and forestry - 27 units;
  • Manufacture - 13 units;
  • Building development - 5 units;
  • Retail - 17 units;
  • Transport and communication - 7 units;
  • Education - 16 units;
  • Health and social services - 3 units;
  • Public administration and defense – 25 units;
  • Financial activities - 4 units;
  • Other community, social and personal services - 21 units.

The volume of industrial production shipped in 9 months of 2012 amounted to 324 million rubles, or 153% from the same period last year.

A significant increase was due to the opening of the production plant for packaging honey of LLC "Medovyi Dom". At the company created 50 jobs, the average monthly salary - 16,950 rubles.

Investment potential

Batetsky district has a number of sustainable competitive advantages:

  • favorable geographical position;
  • significant natural potential: the availability of vast land, the presence of peat reserves, forests, various non-metallic minerals, and significant reserves of fresh and mineral underground waters;
  • developed transport network.

In accordance with the regional law of 21.12.2009 № 645-O3, "On state support of business organizations in the territories Batetsky, Volot, Marevo, Parfino and Poddorye districts and empowering of the local governments of the Novgorod region with the certain state powers to provide state support to businesses”, businesses that operate in the district are reimbursed with 83.3 percent of the income tax paid to the regional budget. During the first 9 months of 2012 the reimbursements amounted to 1177.4 thousand rubles.

The district created thefavourable conditions for small businesses. Meetings of the Coordinating Council are regular. As part of the currently functioning district target program aimed at the development of small businesses, 2 555.6 thousand roubles would be used in 2012 to support small business enterprises.

Administration of the municipal district has formed and kept up to date the database of "Free industrial sites in Batetsky district." The list includes 23 free sites, and this information is available on the official website of the municipal district. It was, as well, provided to the Economic Committee of the Regional Administration, and directed to be placed on the pages of the "How to invest in the Novgorod region" handbook.

Achievement of the sustainable prosperity and quality of life in the district, and creating a friendly business environment depends on solving some major problems.

Many companies operating in the district lack the proper resources for dynamic development, modernization of fixed assets, restructuring of production, increase of productivity and purchase of the new equipment.

All this is due to the following reasons:

  • energy and transportation rates grow faster than price of products of many organizations of the district;
  • public infrastructure networks have a high degree of wear.

Demographic situation remains unfavorable. In general, the the number of deaths in the district excced that of births by 1.5 times. Modern fertility rate is still insufficient for sustained reproduction of the district’s population. Average life expectancy is still low - 61.4 years.

The common problem issues of socio-economic development of the district are:

  • incomplete use of forest resources,
  • poorly developed peripheral areas, low population density;
  • out-migration in the direction of Saint Petersburg and Veliky Novgorod;
  • while the road network is fairly developed, 80 percent of all roads meet regulatory requirements;
  • lack of natural gas;
  • high depreciation of fixed assets of industrial and agricultural enterprises;
  • low level of income.

Among the priorities of social and economic development for private investors should be considered:

  • agricultural industries;
  • timber industry;
  • development of mineral resources;
  • development of tourism infrastructure.


Power supply of the Batetsky district is provided by branch of the "Ilmensky electrical network", which is, in turn, a subsidiary of JSC "IDGC of North-West" "Novgordenergo" and the Batetsky sector of "Novoblkommunelektro".

From substations to consumers, electricity is provided by HV-0,4 kV, 10 kV.

Large energy losses are observed in the electrical power networks of Batetsky district. General deterioration of electrical networks and substations is, at average, 60 percent. According to the reports of energy companies’ branches, 80 percent of transformer substations in the networks have been operated over the standard term, therefore, there will be a gradual replacement or reconstruction of substations with expired lifecycle.

Heat supply

The district’s housing complex system consists of 14 district heating sources (boilers for solid fuels), providing heat to educational, cultural, recreational and medical facilities, as well as housing and economic subjects.

Heating of Batetsky settlement is provided by 7 boilers (1 Boiler of LLC "Batetskoe ROE", 6 boilers of branch of LLC "Inter-municipal housing service company Novzhilkommunservis" "Shimsk interdistrict branch" of Batetsky network area). The heat network around the settlement is 2.911 km long, 5.979 km long in the district.

The total number of heat generated in the district is 14.7 Gcal / year.

Water supply

Residents of the Batetsky district area are fully supplied with water of drinking and household works quality. Water is supplied by 21 artesian wells, including seven in Batetsky settlement.

In 2005, the Federal State Unitary Enterprise "Petersburg complex geological expedition" made prospect evaluation of reserves of the fresh groundwater on the territory of the Moyka settlement for water supply of Veliky Novgorod. Protocol of TKZ "Sevzapnedra" of 20.09.2007 № 18-07/NO confirmed operating reserves of groundwater for industrial bottling of 100 thousand cubic meters a day for 25 years.

The length of the water supply network of the district is 46.6 km. Under the federal target program "Social development of the rural settlements up to 2012" there was a replacement of the water supply system in the villages Gorodnya and Chornaya of the Batetsky rural settlement. Expenses totaled 4054 thousand roubles.
Wear of the water supply networks is estimated 76 percent. The chemical composition of the water deviates from standards by 26 percent.


The street sewer system of the district is 10.9 km long, including 1.2 km of the pressure manifold. Smaller sewers are also present in Novoye Ovsino and Volnaya Gorka villages. Waste treatment facilities process 88.7 thousand cubic meters of waste water per year.

The waste water is received by 3 sets of biological treatment plants in Batetsky, Novoye Ovsino and Volnaya Gorka. Existing treatment facilities in Batetsky areworking at full capacity, which results  in a threat of discharge of insufficiently treated water into the river Udrayka.

Gas supply

District is supplied with a liquefied gas. The lack of natural gas does not allow reducing the costs of public services for the district's population, and without this relatively cheap fuel the district has been having problems attracting investors, and that has a negative impact on the socio-economic development.
Provision of gas to the district’s settlements (Batetsky, Gorodnya, Moyka, Novoye Ovsino) is projected in in 2016.
