Historical reference

Demyansk was first mentioned in the “List of Russian towns far–away and near ones” — in the year 1406, but settlements arose on this place much earlier. A cultural layer dating from the VII–VIII centuries was discovered during excavations, and traces of stone age settlements were found. The name of Demyansk has origin in the distant past. Ancient name “Deman” or “Demen” is translated from old Finno–Ugrian language into Russian as “region of roads”. Famous Seliger trading route passed here.

Demyansk has been a witness and participant of many important historic events.

In the year 1824 by an edict by emperor Alexander I Demyansk became the centre of the uyezd (district. In the year 1855 the blazon of Demyansk was approved.

Demyansk district was an area of severe combats between the Soviet Army and German fascist invaders. Materials about the legendary “Demyansk pocket” — an area of encirclement of hundreds of thousands of German soldiers and officers — were used in books and history manuals.

Demyansk district, established on the territory of the former Demyansk uyezd in the year 1927, keeps memory about the past, and its history is an inseparable part of the history of Novgorod land. There are 168 archaeological monuments (one of which — a site of federal value — is Knyzhna gora (Duke’s mountain), an ancient settlement, the annalistic “Daemon on Yavon’” — an advanced post, which defended approaches to Novgorod, together with fortresses Pskov, Izborsk, Rusa), 27 monuments of architecture, 4 monuments of garden–and–park art, 4 holy springs and more than 90 monuments of military history.

12 % of the territory of the district is occupied by Valday state natural national park. The territory of the first in Russia fish–rearing plant in Nikolskoye village with a unique hydro park, created by famous ichthyologist V. P. Vrasskiy in the year 1854, is a part of the park area. The plant is an integrated hydrosystem connecting Pestovo and Velyo lakes by means of a cascade of artificial ponds. Demyansk region is glorious for the extraordinary beauty of nature, these localities are called “Russian Switzerland” not without reason.

We appreciate and augment the rich spiritual and cultural heritage, which we have received owing to the labour and persistence of many generations of demyanskers.

Demyansk district keeps pace with the time nowadays too. Like in the whole region, tasks of raising of the quality of life, stepping up of the rates of social–economical development are solved. The administration of the region creates favourable conditions for development of business.

Geographical description

Demyansk district is situated in the south–east of Novgorod region, on the transition of Priilmenskaya (Near Ilmen’ lake) lowland to Valday upland. The administrative centre — Demyansk village is 470 km away from Moscow, 380 km from Saint–Petersburg and 181 km from Velikiy Novgorod.

The area of the district equalls 3200 square kilometres. Our district occupies the fourth place among the 22 districts of the region after Novgorod, Lyubytino and Malaya Vishera districts. The district borders on Maryovo, Staraya Russa, Parfino, Kresttsy, Valday districts and Tver region.

The administrative centre has automobile communication with the regional centre and other towns of the region: Demyansk – Yazhelbitsy – Velikiy Novgorod (181 km), Demyansk – Staraya Russa – Velikiy Novgorod (192 km), Demyansk – Valday (86 km). The total length of motorways in the district is 460 km, including 254 km of roads with asphalt–concrete pavement.

Oktyabrskaya railway, which connects Moscow and Pskov, crosses the district (railway station Lychkovo).
There are more than 50 lakes on the territory of the district, the biggest of which are Seliger, Velyo and more than 90 rivers, the biggest of them are Yavon’, Pola and Polomyat’. There is an 11–place hotel in Demyansk. 5 rest bases near Seliger lake are registered in the district.

1 town and 7 countryside settlements compose the district.

There are 241 settlements with the quantity of population 12,480 people.

Excursion routes, which give tourists possibilities to get acquainted with the history of the region and admire the magnificent views of the localities, have been laid on the territory of the district.

Raw material source

The climate of Demyansk district is moderate and continental.

Vegetation refers to the the southern taiga province of forest zone. Since olden times Demyansk land was famous by dense forests, today the district forests consist 79%. Allowable prescribed cut of the district is 379.8 thousand m3 and used by 30-45%.

Minerals resources of the district is carbon and Quaternary deposits and are mainly concentrated in the eastern half of the district, but in the west  the peat deposits, mineral paints and clay are dominated. More than 30 deposits and developments are found in the district.

The most valuable deposits are Ostreshenskoe (refractory and refractory clays), promising areas of fusible clays (Melecha, Shumilov Bor, Hvoshevo).  Besides, there are deposits of sand, sapropel, peat and limestone.

There are three developed deposits of sand:

  • “Domnina Gora”, Yamnikskoe rural settlement, area — 2 ha;
  • “Lashkovo” Ilinogorskoe rural settlement, area — 2.3 ha;
  • “Obryni” Yamnikskoe rural settlement, area — 2.6 ha.

Social description

The social sphere of the municipal district is represented with state, municipal and autonomous education, health care, culture, physical culture and sports, social service institutions.

18 education institutions, of them 9 preschool education institutions, 8 general education institutions, 1 additional education institution and a sport school for children and young people function in the district for the goals of realization of the main directions of state education policy. 52 sport facilities function stably on the territory of the district. The following sports are developed: European football, volley–ball, tennis, skiing, Russian lapta (a game with bats and a ball). A skating–rink operates on the base of the sport school, an illuminated skiing run had been built.

1206 pupils learn at the general education institutions of the district, 612 pupils visit preschool education institutions.

250 pupils learn at the children’s additional education institution in different spheres: art–aesthetical, ecological–biological, tourism and regional studies, decorative and applied arts and other.

The network of treatment–and–prophylactic institutions of the district is represented with: MBUZ (municipal budget health care institution) “Demyansk CRB (central district hospital)” for 115 cots, 50 of them are cots for day staying, two MBUZes “General medical (family) practice centre”, 12 first aid and obstetrician stations, a district polyclinic. Doctors of all the main specialities work in the district.

The administration of the district takes enough care of farther development of cultural institutions.
19 libraries, 21 culture–leisure institutions, a children’s school of arts, centre for studies of the history of culture of Demyansk district and its branches: “Centre for studies of the history of Lychkovo village”, “Centre for studies of the heritage of V. P. Vrasskiy”, “Touristic–excursion centre “Chayka” (“Gull”). Pupils of the school of arts became participants of festival “Country of vikings” in Stockholm and of the international festival of fine art in Bulgaria in the year 2011.

Social services in a complex are provided on the territory of the district by four regional social service establishments: OAU SO “Demyansk centre of social servicing of elderly citizens and invalids”, OAU SO “Demyansk nursing home for elderly people and invalids”, OAU SO “Demyansk centre of social aid for family and children” and OBU SO “Demyansk social shelter for children”.

140 unemployed citizens were registered in the Population employment centre as of 01.10.2012. The coefficient of registered unemployment to the quantity of the population capable for work is 1.9 %.

Inadequacy of demand and supply, which generates structural unemployment, is one of the main problems of the labour market in Demyansk district.

The average monthly earnings at the big and middle enterprises of the district equalled 14,888 rubles in the year 2012, which is higher than in the same period of the last year by 17.2 %, but lower than the average regional index by 7,179 rubles.

The average size of the old age pension, as of the 1 of October of the year 2012, equalled 9,154 rubles, which is higher than the subsistence minimum of a pensioner by 85.6 %.

Food and processing industries is represented in the district with manufacture of confection products and canned vegetables, which are manufactured by a shop of Novoblpotrebsoyuz.

Besides, a series of small enterprises perform their activities in the spheres of:

  • timber logging and processing — LLC “Firm “SORI”, LLC “”Stroydetal”, LLC “Kiyevles”,
  • sewing of special clothes — LLC “Pioneer”,
  • building — LLC “ Demyanskremstroy”.

60 entities of small entrepreneurship are registered. Of them activity is performed by 38 enterprises. The quantity of small enterprises per 10,000 inhabitants is 30.4 units. Besides, 246 individual entrepreneurs are registered.

The agriculture is represented in Demyansk district by seven collective agricultural enterprises, seven farms, three fishing and marketable fish–breeding. Also 5,516 individual garden farms are numbered in the district.
Fishing and marketable fish–breeding develop actively. OSC “V. P. Vrasskiy Nikolskiy fish–breeding plant”, LLC “RIF” and private entrepreneur Davydov are engaged in this.

Investment potential

Realization of three big investment projects is planned in the district for the year 2013: building of a complex for rearing, killing and deep processing of poultry meat with the capacity of 49 thousand tonnes per year; building of a gas pipeline between settlements, gas boiler houses and distribution networks; complex development of a land plot for the goals of housing building.

The results of realization of these projects will be following:

  1. Introduction into circulation of agricultural lands of 4,500 ha of area.
  2. Attraction of 3.5 milliard rubles of investments into the economy of the district.
  3. The inhabitants of the district will receive about 600 additional jobs.
  4. Increase of incoming of the tax on the revenues of physical persons into the district budget.
  5. Participation in realization of target programs with attraction of resources from the budgets of all the levels.
  6. Attraction of resources from the federal and regional budgets for performance of repairs and improvement of the material and technical base of the education and culture institutions.
  7. Building of a new, well–designed and comfortable housing in Demyansk settlement.
  8. Increase of the investment attractiveness for farther development of the economy of the district.

14 investment projects for the total sum of 110.4 million rubles are at the stage of realization in the year 2012: building of treatment and health–improvement centre LLC “KASiS”, IP Gusakov Anton Alexandrovich technical cloth mill, chest fish breeding of LLC “RIF” and IP Davydov M. I., building and reconstruction of shops and other.

The following kinds of assistance are guaranteed to the investors in the district:

  • assistance in registration of rights to land plots in the order established by laws;
  • support of pleas and applications to federal authorities, local authorities, credit organizations and other organizations of various forms;
  • a system of accompaniment of an investment project;
  • assistance in inclusion of an investment project into federal and regional target programs.

Infrastructure

Heat supply of consumers is provided by the boiler houses of Novzhylcommunservice. 26 boiler houses are exploited on the territory of the district. The length of the heating networks is 14.46 km. The boiler houses are equipped with 56 boilers, most of them are of КВС 1,0 brand.

The length of the heating networks is 66.7 km. the quantity of water towers is 24. The quantity of hydrants is 265.

There are 2 sewage purification works, their total capacity is 0.7 thousand m3 per day. The quantity of canalization pump stations is 4. The length of the canalization networks is 15.7 km.

28 artesian wells.

The district is supplied with liquefied gas.

Consistent work on gasification of the district goes on at the present time. Building of a gas–distribution station near Lychkovo village and a gas pipeline from Lychkovo to Demyansk is planned for the year 2012. The first stage of design documentation for building of gas distribution networks in Lychkovo and Demyansk, and for building of 4 boiler houses in Demyansk is developed. Building of gas distribution networks in Lychkovo, Demyansk and Yamniksk is planned for the year 2013.

There are 211 commercial entities, 27 public catering enterprises in the sphere of commerce. The network of household service enterprises is developed well enough: 39 economic entities provide 11 kinds of household services to the population of the district.

The territory of the district is serviced by the GSM mobile communication operators: “Megaphone”, “MTS”, “Beeline” and “Tele-2”. Broadening of the service zone of digital television is planned.
