Historical reference

For the first time the town Holm is mentioned in Novgorodskaya chronical in 1144. With the independence loss of Novgorod, the town Holm was joined to the centralized Russian state.

During the Russian-Lithuanian War, 1580–1581 Holm was burned and looted by Polish governor Radziwill and Hetman Zamoyski. During the Polish and Swedish intervention, it also repeatedly subjected to destruction, and then it was long empty. It was only in the first half of XVIII century on the site of the ruined town there was a settlement once again.

In 1771, the town opened the town hall, and August 3, 1777 by decree of Catherine II Holm was declared a town and added to the Pskov province.

After the October Revolution, the city had grown considerably. Such industries as forestry, cultivation and processing of flax were highly developed in the area. There were leather, starch, brick, brewery plants.

The Holm population reveres the memory of heroes died in the battle of Holm: the pilot Alexander Novikov, the commander of the guerrilla group "Friendly" Vasily Zinoviev, junior sergeant Ivan Merkulov, Holm heroes who died fighting for their country: Ivan Dunayev and tanker pilot Basil Chelpanov.

The town was destroyed during the war and it had to be rebuilt all over again.

On the territory of Holm district, there are seven urban and architectural monuments, one monument of art, 39 historical and 51 archaeological monuments.

Geographical characteristics

Holmsky municipal district is the southernmost in the Novgorod region. In the north the district borders Poddorsky one, in the east - Marevsky municipal district of Novgorod region, in the south - Toropetskiy and Andreapol districts of the Tver region, in south-west - Loknyansky and Bezhanitsky districts of the Pskov region.

The district area is 2178.69 km². The length from north to south is 42 km, from west to east is 75 km. The district topography is quite contrasted - from the swampy plains in the north-west to sublimely hilly in the south-east.

The administrative center is the town Holm that is located at the confluence of the Lovat and the Cunha (basin of the lake Ilmen). The distance to regional center Veliky Novgorod is 202 km, from Moscow it is 500 km, from St. Petersburg it is 400 km.

The nearest railway stations are: Loknya of the Pskov region, located at the distance of 84 km, and Staraya Russa of the Novgorod region located at the distance of 103 km.

The municipal district has 4 municipalities: one urban and three rural settlements: Holm urban settlemen, Krasnoborsk rural settlement, Morhovskoe rural settlement, Togodskoe rural settlement.

144 settlements are belonged to the rural settlements territory. The population of the area at 01.01.2011 amounts to 6150 people, including urban one in quantitative terms of 3832 people. 144 settlements are belonged to the rural settlements territory.

The average size of rural human settlement is 16.4 residents, dominated by retirees. There are no people in 44 rural human settlements.

The population density in the Holm area is 2.8 people per 1 square km with average regional index of 11.6.
The following roads implement external relations in the district:

  • Shimsk — Staraya Russa — Nevel with asphalt-concrete surfacing. The road connects the town Holm with the centers of the neighboring districts and region center in the north, with the Pskov region and  the Republic of Belarus in the south-west.
  • The road Demyansk — Mirage — Holm with asphalt-concrete surfacing, stretching in an area 52 km.
    The length of highways in general use in the district is 289 km, including: 116 km of regional use and 173 km of local use.

The area belongs to the clean ecological area. 74 % of its territory is small-leaved and coniferous forests. All ground of water resources are 2695 hectares.

The rivers of the Holm district belong to the Baltic basin. The most important river is the river Lovat, which is the main waterway in the area.

The district has the State Nature Reserve "Rdeysky" and Holm state hunting reserve.

The reserve was established in order to preserve the natural state of the typical or unique natural systems of this area, studying of the natural course of natural processes and phenomena. Polistovo-Lovatskaya bog system is one of the largest and best preserved in Europe and, according to the International Project of wetlands "Thelma", it is included in the list of wetlands identified for protection. The reserve area in Holm district is 4844 ha. The scientific and experimental base of the State Reserve "Rdeysky" is located in Holm.

The climate is temperate continental. Weather are formed by different air masses: Atlantic, continental and arctic. Prevailing wind direction is north-east. The average annual temperature is 4.4 ° C.

Natural resources

The main natural resources of the area are forest. The forest area is 157 thousand hectares or 72% of the total area.

Allowable cut off is 372.0 thousand cubic meters. m, including coniferous - 73.4 thousand cubic meters..
Over the past five years the average annual timber harvesting in the district is 148.2 thousand cubic meters, or 37.1% of the annual allowable cut.

The district has about 30 deposits and occurrences of minerals. The most valuable resources are fusible clays: deposits of Holm, Batutinka, Krasny Bor, Sopky. In the area, there are deposits of building sand, peat, sapropel.

Local sand is suited for manufacturing refractory bricks, building and road construction.
Carbonate rocks are suitable for liming acid soils and for aerial lime production, as well as for production of crushed stone for road construction.


  • Snegirevskie
    Useful rock strata: 0,8-1,4 m. The square is 170 ha.
    Volume weight is 2.5. Compressive strength is 97-534 kg / m (dry), 414-561 kg / m (water-saturated).
  • Yazvinskoe
    Useful rock strata: 2,75 m; recourses is 730 000. sq.m.
    Water absorption is 2,08-3,39 % of weight, viscosity is less than 8.
  • 5 km in the south of Holm in the mouth of the river Big Tuder (no name)
    There are dolomitic limestone CaO 30-36%, Mg 13-18%.

In Holm district, brown clay is presented by fusible clays and loams. They can be used in brick and haydite production.  Near the village Kremnevo there is a manifestation of tile flint clay, which is found to fit for making roof tiles.

    Plasticity is average. Fire resistance is 1245 ° C.

In the district territory, there are the boulder agglomerations that are the practical interest for construction work, they are associated with glacial and fluvioglacial formations.

The district has five promising areas. Boulders of crystalline rock, 0.2–0.5 sq.m. In average, there are 200–700 units per 1 ha.

In the district sand-gravel-pebble materials have a limited distribution and clusters are mostly confined to the Quaternary fluvioglacial sediments formed local ridges or valleys breakthroughs areas (depressions of glacial runoff water) or deltaic area (cones). The deposits of such materials are: Andreevschinskoe, Apoletskoe and Kamensky.


  • Andreevschinskoe
    Useful rock strata: 4,12 m. Recourses are 487 000 sq.m.
    Gravel yield is from 20 to 30%.
  • Apoletskoe
    Useful rock strata: 3,27 m. The square is 11,2 ha.
    Gravel yield is from 21 to 45%.
  • Kamenskoe
    Useful rock strata: 4,7 m. The square is 1,4 ha.
    Sands are suitable for mortars, after gravel washing it is suitable for road construction.

Swamp deposits and associated peat deposits are distributed evenly over the area of the district. Mainly they occupy the western part of the territory. There are much peat swamps in other parts of the district, but they occupy a relatively local areas.

The following peatlands are promising for peat extraction. There are great prospects for further exploration.

Social description

2500 people are employed in the economy of the area, which is 40.6 % of the total population. The average unemployment rate is 0.8 %.

The average monthly nominal wage of employees in the large and medium-sized organizations (except small businesses) for the 9 months of 2012 was 14,257.4 rubles.

Medical care in the district is carried out by the state budget regional health agency "Holm district central hospital", which has 32 hospital beds, a clinic, nursing center, dental office, emergency stations, 6 first-aid stations. There is a pharmacy in Holm town.

In the district, there are 29 cultural institutions, including municipal museum, 15 libraries, 12 cultural and recreational facilities, a children's art school.

The social institution "Holm Center for Social Assistance to Families and Children" works in the district.
There are four institutions of secondary education, including one (complete) secondary school (in Holm), two general schools (v. Morhovo v. Togod), one elementary school- garden (d. Krasny Bor), 5 kindergartens, Municipal center for additional education. The school of the town Holm has school boarding house. Children are delivered at schools by buses.

Holm district is one of the areas with the most favorable agro-climatic conditions in the Novgorod region:  relatively mild and short winter, long warm growing season with moderate rainfall.

Holm district belongs to the clean ecological area.

The town has a valuable natural landscape shaped by the picturesque steep and sloping banks of rivers Lovat and Cunha, overgrown with trees and bushes. The influence of the landscape is the dominant in the creation of the urban image. The town has a town park and a park-arboretum, founded in 1965. All of this is the aesthetic value and an opportunity to attract tourists to the area.

Power supply is provided by the district branch of JSC "IDGC North-West" ("Novgorodenergo") through the substation "Holm" with 110/35/10 kW, which is connected by high-voltage line HVL-110 with Pskov power utility system and by HVL-110 with the substation "Staraya Russa" 330 / 110/35/10.

The project territorial planning scheme of the Novgorod region provides:

  • Completion of the construction of HVL-110 kV " Substation 110/35/10 kV Russa - Substation 110/35/10 kV Poddore - substation 110/35/10 kV Holm", with the length of 100 km.
