Historical reference

Moshenskoye is an ancient village, mentioned in the Bezhetskaya fifths cadastres since 1545 — "Nicholas Churchyard in Moshna" is mentioned under this year. Village name probably derives from the word "Moshna" - purse, wealth, or "moss" - mshinskoe, moss. Although the mystery of the village name still remains unsolved. People connect this name with a lot of wealthy estates along the banks of river Uver’. in the XVI century or mosses on the steep banks of the river.

There are also the hills on the banks of the river which, as archaeological sites, show that the banks of the Uver’ were steadily populated since about a thousand years ago. And the first people would arrange temporary camps here in since the Stone Age.

For centuries, the district was home to the portages and winter roads towards Ustyuzhna and Vologda, the Urals and the northern rivers. Princess Olga, probably bypassed the Msta thresholds in 947 via Uver’. Then there were the first churchyards: Spasskaya and Nikolskaya (by Moshna), and the Annunciation of the Virgin (in Ustreka).

Of the many homesteads XIX century have survived the following: the manor house of R.A. Kruglik, lumber dealer from St. Petersburg; wooden house of merchant Ryabov  (currently a museum) with pleases the eye with a lace woodwork; estate of landlord Daragan in the Orehovno village. Reichel Manor, located in the village of Petrovo, belonged to an old family of Apraksin. Gothic style house and park amaze with their uniqueness and beauty.

In the XVI-XIX centuries in the Moshenskoy are many churches and chapels were built. At the beginning of the twentieth century, there were 18 stone and 65 wooden churches – although few have survived to this day. On the high bank of Uver’ stands the Church of the Virgin Mary, built in 1764 by landowner I.M. Levashov. Now this building houses the district’s House of Culture and District Library.

Cemetery church near the village of Deryagino (Platanovskaya) has also survived. Large domed temple with facades decorated with columns, built in 1823 in the classical style. Bell tower is adjacent to the temple. In the dome and altar fragments of murals can be found. In 1800, at the source of river Uver’ in the village Ustreka the "Annunciation" church was built, which housed the church school. One of the oldest churches in Moshenskoye is the church of the Presentation of the Virgin, built in 1787. The building was repeatedly altered, undergoing a major overhaul. Today the church was returned to the believers, and gets restored to its former beauty. The services and ceremonies are performed, reviving the parish life. In the 90s the restored chapels in the villages of Vysokogorye and Zaozeritsy were restored, and sacred springs were revived.

Silently and majestically soar above the earth the hills and mounds of Moshenskoye, overgrown with pines – burial grounds of the Slavic nobility. In the early twentieth century (1902), a hill on the banks of the river Uver’ was researched by famous artist and archaeologist Nikolay Roerich. The map of the archaeological surveys and excavations remained. The amazing beauty inspired Roerich as artist to create paintings "At the Divyev stone unknown old man lived", "Battle in the Heavens", "Boats dragged" and others.

Geographical description

Moshenskoy district is the administrative area in the Novgorod region of the Russian Federation.

Moshenskoy district is the picturesque area, select place to rest for the inhabitants of neighboring areas of Novgorod region and the surrounding areas, as well as St. Petersburg, Moscow, Murmansk, etc. The area is considered one of the most ecologically safe in the Novgorod region, as there are no large industrial enterprises, which could pollute the nature. The climate is temperate continental, summers are warm with maximum temperatures in July and August, and the duration of the winter period of about four months, with the lowest temperatures in January.

Moshenskoy district was formed in 1927 with the center in Moshenskoye. In the north district borders with Hvoynaya district, on the east with Pestovo district, on the west with Borovichi district, and in the south with the Tver region.

Moshenskoye administrative center is located 250 km from Novgorod, and is linked with it by local importance public road. The nearest railway station is located about fifty kilometers from the Moshenskoye in the city of Borovichi, but that does not mean that the area is remote. Its territory hosts the federal highway from St. Petersburg to Vologda.

The district's area is 2568 square km. Population as of 01.01.2012 -6987 people including 2506 people in Moshenskoye. Density - 3 persons per square kilometer. The district includes 210 settlements, which are combined in five administrative rural settlements.

Natural resources

The topography and soils

In terms of geomorphology, the territory Moshenskoy district is situated in the northern part of the Valdai Hills, in the watersheds of the rivers Msta and Mologa. Absolute summits reach 120-150 meters above sea level.

The terrain is somewhat haphazard monotonous alternation of increases and decreases in the various forms of undulating plain. This phenomenon is typical for the terminal ice seas, and causes the diversity of parent rocks. Moraine ridges are piled with boulder loams and hollows and depressions are occupied by lakes and marshy soils.

Bedrock is formed by the Quaternary sediments in the form of top sand and boulder loam. Quaternary sediments overlie the carboniferous limestone, so they are significantly enriched with carbonates.
The soils that have developed on the moraine in texture are loam and sandy loam.

Soil-forming process is going in the direction of podzolic- and waterlogging.

Weakly podzolic soils, which have a fairly significant share, are confined to high and well-drained areas of the terrain.

Peat soils have also spread rather widely in wet boulder clays or washed sands, where there is a development of gley horizon. Erosive processes in the district are not observed.

Hydrography

Hydrological regime of the district is largely formed by the rivers Uver’, Kabozha, and their tributaries.

In terms of regime rivers belong to the Eastern European type with mostly snow-feeding. They are characterized by the presence of high tide and low summer-autumn low water punctuated by rain floods, winter is usually a lowest mean in water. The district has a large number of lakes, of which the most significant are Karabozha, Igor’, Sukhoye, Velikoye, Chornoye, Beloye, Brodskoye, Ostrovenskoe, Meglino.

Groundwater at elevated locations where the bedrock is composed of limestone, is located at a depth of 3.5-6 m, in the lowered areas at a depth of 1-2 meters. The depth of the groundwater ranges from 50 to 130 cm
Rivers freeze in late November, and open in the first half of April. Flood height is at average of 2-3 meters.
Hilly terrain, combined with the rivers and streams helps to reset the rainfall and creates favorable conditions for most of the district’s area drainage.

District’s marshes occupy about 20.7 thousand ha. They play an important role in water preservation and serve as the basis for the extraction of peat for organic fertilizers.

Vegetation

Regarding the forest growth zoning, the district belongs to the zone of mixed forests, to the southern taiga subzone. The main tree species are pine, spruce, birch and aspen. Pine plantations are clumps and are higher quality class.

Birch and spruce are evenly spaced and covers an area relatively high performance.

Significant areas are occupied by grey alder plantations that grow mainly on former farmland, on the slopes of ravines.

Most common in the forestry fund has the following types of wood: blueberry - 30% and sorrel - 25% of which are occupied mainly spruce, birch stands with high performance value classes. The resumption of logging these types of forests is mainly without changing rocks on softwood.

Segments of grass and marsh and cove forest type groups occupy 29% of forested land. The stands of these groups grow in lower places instantaneous moisture and even with stagnant water. Indigenous tree species: black alder, birch, less commonly fir. Resumption of fell in these areas usually goes without change of species.

Sphagnum, drained sphagnum and dolgoman groups of forest types occupy 14% of forested land, which produces the pine of poor performance. Change of species is rare, but the resumption of logging extends over a long period.

Climatic conditions

The climate is moderately cold, transitional from maritime to continental, formed under the influence of the predominance of warm air masses coming from the Atlantic and the significant impact the Arctic.

During the growing season rainfall is relatively even. Overall, 19% of the total annual amount ofprecipitation falls in winter, 20% in spring, 35% in summer, and 26% in fall.

The depth of frost penetration reaches 30-40 cm, and its complete thawing is in the end of April. Humidity is high throughout the year. There are 150 - 160 days when the humidity during the day is more than 80%.

Lands of recreational purpose include green areas around the district center Moshenskoye with a radius of 10 km and space of 31,400 hectares. Green Zone is a place of recreation for the public, as well as a reserve fund for forest park construction.

Lands of environmental protection include the riparian zones of rivers and reservoirs, protective strips along the roads, the lands of natural landmarks. By natural landmarks we mean some irreplaceable natural objects having scientific, historical, cultural and aesthetic value. The district has the following natural landmarks to be protected: botanical landmarks, some forest areas with valuable species of trees, hydrological landmarks – peat marsh "Olhovets" and high-pressure karst spring, fed by underground flows out of the lake Yamnoye near the village of Yakovischi.

The district is a home to a reserve called "Redrovsky." It is a typical hilly moraine landscape with areas of wetlands, glaciolacustrine plains and large lakes of glacial origin, with patches of remaining indigenous forests, and a number of rare species of fauna and flora. There is, as well, an abundance of archaeological sites. The values of objects are: regional, landscape, water conservation, archaeological, zoological, botanical.

Social description

The health of the population is carried out by "Moshenskaya CDH" (34 beds for clinical stay of patients and 46 beds of day care), Orekhovskaya local hospital (dentist, ambulance), the center of general (family) practice with a day care hospital for 1 bed, a clinic with 125 visits per shift, 14 medical stations, emergency department, 4 pharmacies, and Territorial Department of territorial administration of Rospotrebnadzor of Novgorod region in Borovichi district.

District education system includes four secondary schools and 7 kindergartens as well as child center of additional education, and Center for psychological, medical and social support.

A large network of social institutions exists in the district: the center of social services for senior citizens and persons with disabilities in Moshenskoye, which includes 2 department of social and 2 departments socio-medical care at home, the center of social assistance to families and children in Moshenskoye, social shelter for children with the 15 places in Sloptovo, home for elderly and disabled people with 50 places in Moshenskoye, including the branch of home for the elderly and disabled in the village of Krasnaya Gora.

Child rest and recreation at summer is provided by "Children's Health Camp “Stolbovo”.

The following cultural institutions operate in the district: "Intra-settlement cultural and recreational center" (21 branches), "District library" (20 branches), "Intra-settlement center of national arts and crafts" (4 branches), "Children Art School" and "Art Gallery".

Working institutions of additional education include "Children Art School" and two gyms.

Average monthly nominal wages, accrued to employees (excluding small business organizations) in January – September of 2012 amounted to RUR 15,660.4, which is 16% higher than in January-September of 2011.

Economic and investment potential

Economic potential

The district has no major industrial enterprises. Industrial complexes of the municipal area are mainly represented by the logging and wood processing enterprises of small business: Ltd. „Stimulus“, LLC „Forest“, „Art.“ NOAU „Moshensky Forestry“ timber harvests and produces lumber.

The food industry includes the bread factory of the Moshensky district consumer society:

  • the production of bakery products in stock;
  • the branch of LLC „Mstinskoe milk“ - milk processing, production of cottage cheese, sour cream.

Agriculture

In the Moshensky metropolitan region the area of all agricultural land of all economic categories is 32.8 thousand hectares, including the arable land - 24.8 thousand hectares. The district Enterprises are engaged in the production of milk, meat, cereals and potatoes. At present there are three agricultural enterprises: Ltd. „Dolgoe“, LLC „Rus“, LLC „Revival“, the peasant (farmer) enterprises of Kondratyev AD, the farm „Podolia“, Bazaev's farm, N. Nikiforova's farm  and 3236 private households.

Trade, housing and municipal economy and roads

Trade is realized by the Moshensky district consumer society, a network of retail outlets of private enterprises and individual entrepreneurs. Stationary retail chain is 103 retail outlets, including 40 shops of the Moshensky district consumer society, 15 public catering establishments, 10 of which belong to the Moshensky district consumer society. In village Moshensky there is the shop of the federal trade network „Pyaterochka“.

Operation and repair of roads is carried out by Ltd. „Moshensky DEP“.

Housing services are provided by the branch of LLC „Inter-municipal company of Housing andmunicipal economy  Novzhilkommunservis“ of the Moshensky housing area.

It has:

  • boilers - 24 units;
  • The length of: heating networks - 12,05 km;
  • sewer nets - 4,2 km;
  • water-supply pipeline networks - 107,5 km;
  • 61 water wells;
  • 1 treatment plant.

Maintenance and repair of housing are carried out by LLC „Management Company. Uver+“, MBU „Customer service for housing and communal services“.

Infrastructure

Gas supply

Currently, there is no centralized gas supply in the district. Citizens living in the district utilize LPG bottled gas for domestic use, and in apartment buildings gas tanks are used. The district has prepared the construction documents for gas distribution networks on the Kalinin st. of Moshenskoye, with total length of 4.4 km.

Heating Management

To provide district’s dwellings and social and cultural facilities with heating,  20 boilers and 12.05 km of heating systems that are on the balance of LLC "Inter-municipal enterprise of housing and communal services Novzhilkommunservis", 3 boilers heat buildings of the district consumer society, one boiler heats the building of LLC "Moshenskoy REE".

In 2012, 1 block-modular boiler was built for heating the building of "Kindergarten № 7 “Daisy".

Water supply and sanitation

The district has 107.5 km of water supply networks, and 4.2 km of sewer networks, 1 sewage treatment plant, 1 station for iron removal from water and 61 artesian wells.

Villages municipal district annually take part in the construction of water supply as part of the regional target program "Development of agriculture in the Novgorod Region in 2008-2012".

In 2011 there were built 846 m of water supply systems in the village of Sloptovo of Kirov rural settlement. In 2012, in Orekhovskoye and Dolgovskoye rural settlements there were constructed water networks with length of 1092.5 meters, including:

  • village Orehovno — 200 m.
  • village Chuvasheva Mountain — 371 m.
  • village Brodi — 521.5 m.

In 2011 in Moshenskoye were built 81 lm water supply systems, as part of the regional program "Integrated development of water supply and sanitation in the Novgorod region in 2011-2014".

Currently in Moshenskoye rural community, there are two self-contained water systems, both on the left and right banks of the river Uver’.

Deferrization station is located in an undeveloped area of Moshenskoye, next to the existing pumping station. The designed capacity of iron removal plant - 16 m3/hr. Commissioned in 2010, iron removal plant provides purified water to the population of the right bank of the river Uver’.

Communications

There is an automatic long-distance and international telephone, telegraph, mail, Internet access, and cellular service providers MTS, Megafon, Beeline, Tele2.

Financial institutions are represented by two banks:

  • Additional office in Moshenskoye of Novgorod regional branch of JSC "R.osselkhozbank";
  • Moshenskoye branch of Borovichi branch of Sberbank of Russian Federation № 1920.
