Historical reference

Okulovsky metropolitan district is the municipality in the Novgorod region of the Russian Federation.

Okulovsky district was formed in 1927 and originally was the part of Borovichy district of the Leningrad region.

In 1931 it became the part of the Torbinsky district, as from 1 January 1932 it became the part of the abolished Uglovsky district.

With the formation of the Novgorod region in 5/06/1944 the Okulovsky metropolitan district was included in its composition. In 1963, it was enlarged in the rural Okulovsky area, including parts of the Malovishersky district, and the Malovishersky industrial district included Kulotino, Okulovka, Parakhin-Poddube, Uglovka. In current borders after dividing elimination in industrial and rural areas, it was restored 12 January 1966.

Geographical description

Okulovsky district is located in the Valdai Hills in the central part of the Novgorod region on the left bank of the river Msta.

Its administrative center is the town Okulovka, located at the distance of 150 km from Velikiy Novgorod. Its area is 2.5 sq. km with the population of 24,810 people.

The district territory is traversed by the railway line Moscow - St. Petersburg with the length 110 km, by the railway Okulovka - Nebolchi, built here in the defense of Leningrad during World War II in 1941, and by the railway line Uglovka - Borovichi.

The length of roads is 453 km. External transport links in the district are made by the October railway and the road Krestcy - Okulovka - Borovichi.

Natural resources

Okulovsky region is one of the most promising districts in terms of the development of mineral resources, it is characterized by high resource potential represented by large reserves of proven deposits of carbonate rocks, brick clay, peat, lake sapropel.

There are also promising areas of occurrence of these minerals for the production of exploration work to further their involvement the operation. Commercial reserves of sand and sand and gravel materials in amount of about 5.0 million cubic meters are in the distribution fund. 3 deposits of sand with small stocks (in total - 200 thousand cubic meters) still remain unclaimed.

The district has the natural mineral springs.

Social description

Demography

In 01.01.2012 the population of the Okulovsky district is 24 810 people. By population size, it ranks 5th among the districts of the Novgorod region. The male size is about 44% of the population, and women size is, respectively, 56%. The urban population is 70%, the rural one is 30%.

Labor and Employment

The full list of working people in the  large and medium-sized enterprises in September 2012 was 5,573 people (in 2011 it is 5497 people, in 2010 it is 5666 persons, in 2009 - 5686 people). The largest number of employees works in the manufacturing sector. Small businesses employ 25% of the total number of employees in all enterprises and organizations.

In October 1, 2012 the unemployment rate (the number of registered unemployed to the labor force) was 0.24% and this value is one of the lowest in the region.

Health service

The medical facilities network in the Okulovsky district are:

  • the Central District Hospital (162 beds for round-the-clock care  and 65 beds for day care),
  • the Clinic (755 visits per day),
  • first-aid stations (119 visits per shift),
  • Three centers of GP (two - in the settlement Kulotino and one - in the settlement Borovenka.

483 persons including 64 doctors and 215 nurses work in the Central District Hospital. Currently the district health needs of 11 doctors and 12 secondary health care workers.

Education

On September 1, 2012, 2.383 people study in 11 educational institutions of the municipal district including:

  • first grade children - 258,
  • graduates of the 9th grade - 213,
  • graduates of the 11th grade - 114.

209 teachers and managers work in the schools of Okulovsky district and 143 persons work in the preschool institutions.

The ratio "young professionals who came to the area and their regular job" remains low. In 2009/2010 academic year, there were 3 such specialists, in 2010/2011 - 6 persons, 2011/2012 - 3 persons.

Culture

The cultural institutions network in the Okulovsky district is presented by: regional center of creativity, Okulovsky intra-settlement Youth House, intra-settlement Okulovsky Library and Information Center, Uglovsky intra-settlement cultural center, Kulotinsky urban cultural center, centralized Borovenkovsky club system.

Additional education of children and adolescents in the field of culture are carried out by municipal institutions of further education for children Children's Music Schools of the town Okulovka (with a branch in settlement Kulotino), settlements of Uglovka and Kotovo.

Physical education and sport

The sport facilities network consists of the municipal autonomy educational institution of additional education for children "Children and Youth Sports School".

556 persons in seven sport kinds visit the sport schools.

For the first 9 months of 2012, the number of persons regularly engaged in physical culture and sports in Okulovsky district was 5300 people, that is higher than in the same period of last year by 340 people. or 6.85%.

In the municipal district has 48 sports facilities: 11 gyms (provision with gyms consists 30.60%), 28 plane sports facilities (ski hallowed track, shooting range and 7 adapted rooms). On 01.10.2012, the provision of plane sports facilities was 77.95%.

Social protection

On October 1, 2012, 2980 persons are registered oin the committee of population social protection; there is a tendency to reduce the number of poor people.

Care center for children and families is constantly working to identify needy families with children and families in difficult situations. It doles help for them. Particular attention is directed at improving the situation with children, including handicapped children, orphans and children, left without parental care, and minors. In the Okulovsky district has a social shelter for children, where the children from families at risk take rehabilitation.

In summer 2012 the recreation was organized for 1880 children, in 2012  in total 1980 children took the treatment (health improvement) in the camps.

Economic potential

In 2011, the volume of shipped goods of own production, works and services of the large and medium-sized enterprises was 3712 958.0 thousand rubles. The district share in the volume of shipments is 3.1%.

In the first 9 months of 2012 the volume of shipments of manufacturing enterprises consisted 3074.7 million rubles (114.4% сompared to the same period last year), the production and distribution of electricity, gas and water - 156.1 million or 108.4% сompared to the same period last year.

The following  large and medium  industries undertake activities in the district territory:

JSC "Uglovsky lime combine"

In 2011 the volume of industrial production was 535 125 thousand rubles. Investment in the fixed capital from the beginning of 2011 was 25 045 thousand rubles.

Industrial output (goods and services) in current prices of the company (without VAT and excises) for the reporting period was 498 400 thousand rubles or 122% сompared to the same period last year. For the first 9 months of 2012, the company shipped the industrial products in 498,400 rubles, which is 122% сompared to the same period last year. Investment in the fixed capital from the beginning of 2012 was 29 094 thousand rubles.

The average number of employees in September 2012 was 597 people (in September 2011 - 585 persons), the average monthly wage in September of this year was 19,752 rubles, or 114.8 for the same period of 2011.

JSC "Agrokabel Plant"

The company is one of the largest manufacturers of cables and wires in North-West Russia. The share of total sales of own production (at current prices without VAT and excise duties) in total shipments of goods produced by the manufacturing sector in the area was 12.1%  in 2011, in  2010 it was 22.3%, in 2009 this figure was 58.6%.

Industrial output (goods and services) in current prices of the company (without VAT and excises)  was 1 207 642  thousand rubles or 97 % сompared to the same period last year for the reporting period. The industrial output of own production, works and services on its own (at current prices without VAT and excise duties) totaled 126 923 thousand rubles, or 38% сompared to the same period last year. Own products shipped in the reporting period was 126 923 thousand rubles or 38% сompared to the same period last year.

Investment in fixed assets from all sources in 2011 was 1730.2 thousand rubles, which is 140% of the corresponding period in last year.

The average number of employees for 2011 was 360 people, the average salary for the 2011 was 23 450 rubles. The average number of employees in September 2012 was 355 (and in September 2011, it was 430 people). The average monthly salary was: in September 2012 — 22 763 rubles, in September 2011 - 21 637 rubles.

LLC "OZRI"

In 2011, the industrial output was 69 228 thousand rubles. Own products shipped in the reporting period was 69 270 thousand rubles or 117.89% сompared to the same period last year.

The average number of employees for 2011 was 147 people, the average monthly salary for the 2011 was 11 898 rubles.

For the 6 months of 2012, the company shipped products of 36.7 million rubles, which is more than in the first half of 2011 by 15.1%. The average number of employees in June 2012 was 149, the average monthly salary for one employee in June 2012 was 13 246 rubles (+ 16.7% compared to June 2011).

LLC Branch of "Okulovsky Paper Mill"

The volume of industrial production in 2011 amounted to 1,086,800 thousand rubles or 115.8% сompared to the same period last year.

The average number of employees for 2011 was 246 people, the average monthly salary was 11 898 rubles.
For the first 9 months of 2012 the volume of industrial production (works, services) in the current prices of the enterprise without VAT and excise taxes totaled 810,648 thousand rubles or 102% by the corresponding period in last year. Own products shipped in the reporting period was 810 648 thousand rubles or 102 % сompared to the same period last year. Investment in the fixed capital from the beginning of 2012 was 11 022 thousand rubles.

The average number of employees in September 2012 was 265 people (in September 2011 it was 227 persons), the average monthly salary was: in September 2012 — 21 404 rubles, in September 2011 — 20 460 rubles.

  • Beneficial geographical location: Okulovsky district is located at the distance of 150 km from the regional center (Veliky Novgorod, the proximity to the Federal Highway (M10) Moscow - St. Petersburg; the territory of the district is traversed by the railway line Moscow - St. Petersburg with the length of 110 km and the railway line Okulovka - Nebolchi.

  • The excess of deaths over births.
  • A high proportion of the retirement age population.
  • The lag of the average wage from the average regional rate and the outflow of highly skilled experts in V. Novgorod and St. Petersburg.
  • Significant  wear of communication (heating, sewerage, water supply, power networks).
  • The relative lack of qualified medical personnel.
  • Deficit of places in pre-school educational institutions.
  • Low dynamics of staffing upgrade the education system.
  • Skills shortages of modern working professionals.
  • There is no clear mechanism to support investors.

Priority areas for investment are:

  • industry (deep wood processing),
  • agriculture (animal husbandry and plant growing),
  • tourism,
  • low-rise housing,
  • Extraction and processing of minerals.

Competitive advantages of the municipality are:

  • convenient transport links (in the district territory and near to it there are the main railways and highways  connecting Moscow and St. Petersburg);
  • rich natural resource potential (forest and water resources, mineral deposits);
  • Unique nature and the environment, allowing creating recreation sites, spa treatment and tourism.

Infrastructure

In 2011, the total area of the premises per 1 inhabitant was 33.7 sq.m. (in 2009 it was 31,4 sq.m., in 2010 this figure was 32,4  sq.m.). In 2011 the putting of housing into operation for 1 person was 0,29 sq.m., for 9 months of 2012 it was 0,07 sq.m. for 1 person (in 2009 it was 0,15 sq.m., in 2010 this figure was 0,23 sq.m.).
At present, the district has no people living in apartment buildings, duly recognized in the emergency condition.

In 2011, the putting of housing into operation was 7219 sq.m. (in 2010, it was 6053 square meters). From the total putting of housing into operation the housing in rural area was 3374 sq.m. 

The structure of commissioned housing is as follows:

  • individual housing construction — 79% (5680 sq. m.).
  • mass building — 21% (1539 sq. m.).

For 8 months of 2012, 1409 sq.m. of housing was put into operation.

Water supply in the metro area is a branch of the limited liability company "ME of the communal and housing services "Novzhilkommunservis ". The company has one Water-treatment plant, 22 artesian wells and 162 water columns. The capacity of water treatment plants is 7.2 thousand cubic meters per day.

The sewerage system in the area is a complex of engineering structures, providing collection, transportation and treatment of wastewater. The network wear with a total length of 41.3 km and of the sewerage system equipment is 51%.

District heating is carried out by 24 boilers with total capacity of 108.7 Gcal / h. Boiler wear is 43.4%. The heat network length is 49.8 km; the degree of its wear is above 62%.

The power supply of the town Okulovka is centralized. The owner of power supply network is the open joint stock company "Novgorodoblelektro." More than 70% of electrical equipment have been used for more than 25 years, and it indicates full physical wear and need to be replaced. Due to equipment wear and its emergency shutdown the frequent power cutoffs in consumer supply take place.

The district has a well-developed network of roads with total length of 494.36 km. In general, the transport infrastructure is well developed. The disadvantages of the road network are the absence of sidewalks in some areas of road.
