Our district is small, but welcoming and hospitable. The cordiality of Poddorye is a legend that still lives on in ancient songs.

The district populace is scarce, but gave birth to many famous people who glorified the country with their talents and efforts. General Pavel Artemyev from Lisichkino, artist Kronid Gogolev, academy doctor Ivan Brytov from Repushevo, Anatoly Malyshev, who directs the orchestra of Veliky Novgorod. Long would it take to name them all!

The wildlife and great outdoors are our pride. Preserved natural spots wait for guests, rich in game, mushrooms, berries and fish. Investors have a number of great opportunities as well. District is abundant with wood, peat, sandstone and gravel, as well as large lands suitable for agriculture, but currently undeveloped.

Historical information

Poddorsky district was formed August 1, 1927. The village Poddorie is the district center. District covered 1927 square km.  In 1941, the district became the part of Poddorskogo Belebelkovsky district.  The district area increased to 2954.02 sq. km. After World War II the district was divided again into Poddorsky and Belebelkovsky ones and these two separate district existed until August of 1961. In 1961, Belebelkovsky district was abolished and its territory became the part of Poddorsky district.  In 1962 - 1965 Poddorsky district was the part of the Kholmsk one. In November 1965, the Poddorsky district was founded again.

Geographical description

Poddorye district is located 162 km to the South from Velikiy Novgorod on Redya river and is adjacent with its four districts: Volotov and Starorus – on the North and North-East, Marevsky – on the East and Kholmsky – on the South. On the West it is adjacent with Dedovichi (on the North-West) and Bezhanitsy (on the South-West) districts of Pskov region. It is situated near the road Staraya Russa – Kholm. Municipal district territory area is 2 954 square km.

The relief of the district is rather contrast – from swamp-plain on the North-West to headland-hilled on the North-East.

The district territory is crossed with road «Shimsk – Staraya Russa - Nevel», which provides the way to Pskov, Smolensk region, the Republic of Belarus.

The municipal district territory includes 3 municipal settlements: Belebyolka rural settlement, Poddorye rural settlement and Seleyevo rural settlement.

Poddorye municipal district is related to ecologically clean zone.

State natural reserve «Rdeiskiy» is located on the district territory. It is formed to keep natural complexes  typical and unique for this zone in natural state, to research natural flow of natural processes and phenomena in them. The reserve borders in Poddorye district is on the North end of the forests adjacent with the lands of collective farm «Nivki», on Redya river to the South and on the western bank of Rdeiskoye lake.

The climate on the territory is moderately continental. The weather is formed with various air masses: atlantic, continental and arctic. The overwhelming wind direction is north-eastern.

Poddorye district is related to agricultural and climatic zone with relatively mild and short winter, long warm vegetation period, moderate quantity of rainfall (653 mm a year). It is a zone of the best agricultural and climatic conditions for cultivating all agricultural plants of the region.

The district is located in forest zone. Forests are mostly mixed and leafed, but there are also pine.
The basic type of soil in the district is soddy-podzolic.

Poddorye district is related to periphery districts of Novgorod region. The district is agricultural, mostly weekly developed. It is far from the best in per-capita aggregate production of the region. The district is the least populated in the region, the density of rural population is considerably lower than medium and amounts to 1.6 people per 1 square km.

Resource potential

The main natural wealth of the district is the forest. The forest area consists 240000 ha or 81% of total district area.

Allowable prescribed cut is 440.2 thousand cubic meters, including coniferous of 67.6 thousand cubic meters.

Over the past five years, the average annual timber harvesting in the district is 65 thousand cubic meters or 14.8% of the annual allowable prescribed cut.

Natural resources are also represented by the deposits of peat, sand and gravel that are used in a limited way.

The largest peat deposits are:

  • Dolgiy mokh
    It is located 24 km to the North from district center Poddorye, 1 km to the North-West from Zimnik village. The total area is 413 ha, industrial grassland is 361 ha. The type of peat grassland is raised.
  • Gluho-Gorushensky mokh
    It is located 19 km to the North-East from district center Poddorye, 1 km to the North-West from Vekshino village. The total area is 2642 ha, industrial залежи are 1996 ha. The type of peat grassland is raised.
  • Bushenskoye-Zelemsky mokh
    It is located 17 km to the North-West from district center Poddorye, 3 km to the North-West from Belebelka village. The total area is 3350 ha, industrial grassland is 2131 ha. The type of peat grassland is transitive.
  • Trofimovskiy mokh
    It is located 4 km to the North-West from district center Poddorye, 0,5 km to the South-East from Trofimovo village. The total area is 1998 ha, industrial area is 1311 ha. The type of peat grassland is raised.

In sand grassland in separate areas there are alluvium-sand grassland with capacity of 1,7 m and sands with alluvium.

Perspective areas of sand-alluvium material:

  • Kakovka-Olkhovets
    It is located 34 km to the South-East from district center Poddorye, 16 km to the South-East from Seleyevo village. Territory area is 200 square meters. Working thickness capacity is 1,5 m. Working thickness is natural sand-alluvium mixture, which meets basic requirements of GOST 23735-79. Screened out sands are very fine.

Within Poddorye district all the lands are 295.4 thousand ha, including agricultural lands of 28.2 thousand ha. They include farm land of 26.7 thousand ha, 10.8 thousand ha of them is tillable land.

During latest years land areas are changed. Changes in land areas related to this or that category, are defined as a result of setting boundaries of populated localities, according to the materials of land inventory held to get verifiable and full information of land necessary for providing effective management of land resources.
In nearest years the process of changing categories of land will be continued, it will be connected with the necessity of involving not used lands (firstly, agricultural) in economic turnover (particularly, construction objects, residence and infrastructure on them). As of January 1, 2012 agricultural lands area amounted to 26.7 thousand ha.

According to Land Code of the Russian Federation land redistribution fund was founded, formation of which was realized at the expense of land areas of agricultural purpose free of charge of legal and private entities’ rights to redistribute lands for agricultural production.

As of January 1, 2012 redistribution fund land area amounted to 12.7 thousand ha. There is an increase of the redistribution fund land area as a result of rezoning unrequired lands of equity ownership to the redistribution fund.

According to the data of state statistical land accounting in all the lands of private ownership the share of citizens amounted to 5.34 % of the land fund of the district (15.8 thousand ha), the share of legal entities amounted to 0.22 thousand ha or 0.07 % of lands as of January 1, 2012.The share of lands of state and municipal ownership amounted to 94.54 % or 279,407 thousand ha.

As of January 1, 2012 the most part of agricultural lands was in citizens’ ownership, it is 15.3 thousand ha or 54 % of land of this category; in state and municipal ownership – 12.9 thousand ha (45 %), in legal entities’ ownership – 0.22 thousand ha (1%).

In all the lands of private ownership the share of agricultural lands was 98.11 % or 15.4 thousand ha.
Land areas related to the category of agricultural lands are in citizens’ ownership, consist of land shares – 12.25 thousand ha, including unrequired – 9.2 thousand ha, the owners of which did not get property deeds in time, or having got them did not use their rights for disposal.

The area of the lands of residential localities in accounting year amounted to 1.4 thousand ha, including 0.5 thousand ha of private ownership, 1.6 thousand ha of legal entities’ ownership, 0.86 thousand ha of state and municipal ownership.

For 2012 the area of the lands of this category being in state and municipal ownership, increased by 0.3 thousand ha at the expense of rezoning agricultural lands.

Social description

Education

In the district there are 6 educational institutions, including two secondary general educational institutions (in Poddorye and Belebyolka villages), two educational institutions of the type «initial nursery school» (Seleyevo, Nivki villages) and two nursery educational institutions (in Poddorye and Burakovo villages).

Nursery educational services are rendered by 5 educational institutions (2 NEI (nursery educational institutions), two educational institutions of the type «initial nursery school» and nursery group in secondary school in Belebyolka village). The quantity of nursery children getting nursery educational services in 2011 amounted to 180 people. In 2011 the quantity of school pupils amounted to 397 people.

In the municipal district transportation of pupils by school buses is organized. For transportation 7 vehicles are used, totally 109 pupils and 6 foster children are transported. All the schools are provided with information telecommunication network Internet. It enables active implementation of information communication technologies in educational process.

Medical care

In Poddorye municipal district there is regional budget medical institution «Poddorye central district hospital» including day and night clinic for 25 beds and 10 beds of day station, polyclinics, general medical (family) practice center in Belebyolka village, 7 feldsher-midwife stations.

Cultural sphere, physical training and sport

Nowadays Poddorye municipal district has 25 cultural institutions, including 10 libraries, 14 cultural and recreation institutions, Poddorye musical school.

In connection with negative demographic tendency for the latest 10 years the number of cultural and recreation institutions and libraries reduced by 10%. The quantity of cultural and recreation institutions in the district cooperates with 100% of set social norm, quantity of libraries – 100%. The volume of booking fund per 1 thousand people is gradually reduced due to insufficient financing arrangements on fund acquisition which is one of the reasons of reducing the quantity of users.

From 25 cultural institutions (network items) 12 cultural institutions need repairing, 3 of them need capital repairing. It is necessary to construct central district library, since the present building is not typical and does not have a reference room.

In municipal district there is municipal budget institution of Poddorye municipal district «Physical training and sport center «Leader».

Population life standard, quality of services in social sphere

One of the most important indicators of population life standard is population incomes.

In 2011 average salary in large and medium enterprises and organizations in the district amounted to 13775.9 rubles, which is higher than the previous year indicator by 6.8 %. The amount of average per-capita population income in 2011 came to 7147.64 rubles, which is 12 % higher than the previous year indicator.

The incomes increasing minimum cost of living were made by 23.2 % of district population in 2011.

According to the preliminary estimation, in 2011 money incomes and savings of the population of the district amounted to 384.6 million rubles and were higher than the previous year level by 11 %. In 2011 the most part of incomes population spent for buying goods and paying services, and also for obligatory payments, totally this sum amounted to 178.5 million rubles. Residential stock of the district for 2011 amounted to 125.2 thousand square m of total area. The medium residential provision of the district amounted to 27 square m of total area per capita. This indicator is equal to the average regional one. Nowadays slum and emergence stock of the district amounts to 0.6% of the total stock of the district. Residential stock accomplishment level of the district is low.

Trade servicing of the district population is realized by 49 shops. Distant low-populated villages not having stationary outlets are serviced by automobile shops.

For 2011 retail trade turnover in the district amounted to 178.5 million rubles, which in comparable prices amounts to 100.1 % of the previous year level. Per-capita retail turnover amounted to 38.9 thousand rubles, for the corresponding period of the last year – 35.4 thousand rubles. Per capita product turnover growth amounted to 101.7 %. The share of the district product turnover in total product turnover of the region amounts to 0.3 %.

Population and labor resources. Demographic situation. Employment. Labor market

One of the most important factors of social economic development of the district is demographic and labor potential, since success of economic development is mostly defined by role of a human being as a main productive force of the society, his labor capacities and possibilities of realizing them. Rural settlements territories include 155 populated localities. 65 of them are populated with 1-5 citizens. As of 01.01.2012 district population amounts to 4484 people.

Average size of a rural populated locality is 29.9 people, most of them are retirees. 44 rural settlements are not populated. The population density in Poddorye municipal district amounts to 1.6 people per 1 square km in conditions of average regional indicator of 11.6.

Poddorye municipal district, as most municipal districts of Novgorod region, has constant reduction of population quantity for the latest years.

Age structure of the population of the district is characteristic with high share of retirees, which nowadays amounts to 32 % of the total quantity of the population (which is higher than average regional indicator – 31,8). The main consequence of demographic processes in the forecast period together with population quantity reduction will be its further age hardening. Growth of the share of the population of 60 and older will be continued in the district.

The district population structure on gender is characterized with ratio of women and men as 53,9 % and 46,1 %. 2228 people are employed in the district economy, which amounts to 51 % of the total population quantity.

In 2011 188 people went out the district (in 2010 — 98 people), (in 2009 — 59), 116 people arrived (in 2010 — 91 people), (in 2009 — 46).

Economic and investment potential

Economic potential

District industry is represented with 5 enterprises, which are related to small enterprises. Industrial enterprises of the district realize processing of milk products, wood, issue polygraph products, baking bread. Milk product processing amounts to about 90 % in the structure of industrial products.

The district has resources of annual forest harvesting amounting to 440,2 thousand cubic meters. In 2011 43,7 thousand cubic meters are covered, which amounts to 9,9 % of the rated wood cutting. It was enabled by the following factors:

  • non-availability of forests due to absence of forest roads and favorable winters for forest harvesting;
  • low share of pine-wood forest of 12%;
  • leafed forest is 88% of mature forests;
  • absence of demand for low-grade (leafed) forest;
  • long distance to railway.

Investment potential

Investment activity in the district is realized at the expense of own funds of enterprises, federal and regional budget funds and aimed at reconstruction and technical re-equipment of the present objects and capacities. There are 15 free investment sites for locating new productions on the district territory.

Infrastructure

Electricity supply

Electricity supply for the consumers of the district is realized on electric networks of the brunch of OJSC «MRSC of North-West» «Novgorodenergo». To increase safety of electricity supply for consumers of the district it is necessary to reconstruct VL-0,4 kW in Beleboylka settlement and change KTP-250 kW in Seleyevo settlement.

Heat supply

Heat supply for the consumers of the district is provided with boiler stations of LLC «ME (municipal enterprise)» Novzhilcommunservice» and municipal boiler stations. The total capacity of boiler stations amounts to 7,7 Gcal/hour. Main problems of heat economy of the district in connection with which heat supply is in critical situation are:

  • moral and physical wear of equipment and heating conductors;
  • heat loss due to wear of heating mains;
  • low degree of efficiency of boiler stations.

Gas supply

Gas supply for the district population is provided with liquefies gas. Strategy of long-term social and economic development of Novgorod region till 2030 does not stipulate gasification of Poddorye municipal district.
